I hold a Candidate of Sciences degree in Economics from the USSR Academy of Sciences, Moscow (U.S. accredited Ph.D.), as well as, an M.S. degree in Economics from Iowa State University (Ames, Iowa). Since the beginning of my career I taught and conducted research for various academic institutions and government bodies of the former Soviet Union in Azerbaijan, Russia and Armenia.

Last ten years I worked internationally in the United States, Russia and Kuwait. Among my positions within this time period: exchange visitor (Muskee Fellow, U.S. information Agency), research fellow (Iowa State University, U.S.A.), lecturer on economics (Nizhnii Novgorod Agricultural Academy, Russia), chief economist (consulting for the Ministry of Finance of Kuwait), consultant (UNDP-Kuwait, Ministry of Planning and Ministry of Finance of Kuwait).

My responsibilities in these positions included macro-, microeconomic, and financial evaluations of policies and projects. I have designed and introduced several economic and econometric models, such as, income generation, employment and balance of payments impacts. My Evaluation Model became a standard tool in the everyday practice of the Offset Program Department, Ministry of Finance of Kuwait. All this time I was heavily engaged in lecturing and training, developed and conducted several workshops and seminars in Russia and Kuwait. Besides, during my last mission I have designed a UNDP project on pilot reforms of two departments at the Ministry of Finance of Kuwait.
